[EAS] Who and when should 000000 be used?

Although perhaps the manufacturers would be more comfortable implementing an explicit FEMA policy, or better still, a provision in regulation, rather than putting themselves in a regulatory role.  It would be interesting to hear from the IPAWS PMO on their preference here.

Since the two major EAS manufacturers are represented here, why not have them voluntarily not to enable the function for non-federal entities?
