[EAS] Who and when should 000000 be used?

Like all such 'warnings', in my opinion it will eventually succumb to what I
term 'Usage Creep'
That is, over time, more and more agencies will feel they are entitled to
use it, and eventually it will become as common as a Severe Thunderstorm
Warning and cause listeners to mentally tune it out.
Response -
Good grief don't you have any organization that oversee's the use of EAS and
its Event Codes in your area? This sounds like the Wild-Wild-West of
EAS. Thankfully we don't have this issue here... If this stuff is
out of control in your area is it not time to get the participants together
and hammer out some guidelines? I thought that this was what SECC's were
supposed to be doing?
