Like all such 'warnings', in my opinion it will eventually succumb to what I 
term 'Usage Creep'

That is, over time, more and more agencies will feel they are entitled to 
use it, and eventually it will become as common as a Severe Thunderstorm 
Warning and cause listeners to mentally tune it out.

But.....BUT......... I am the Podunk County Emergency Honcho and I demand 
the right to use it when I feel it is needed !!!!!
