[EAS] Relaying RWT isn't a good idea

Generally, I agree. RWT's should not be relayed. Hence why I used
"strangely" in my post.

However, there are those walk-away operations which using the LP-1 and/or
LP-2 RWT to trigger sending their own RWT at least keeps them compliant
with the letter of the rule for sending the RWT weekly. I'll bet those
stations don't care if two are sent.
