[EAS] Relaying RWT isn't a good idea

While not explicitly prohibited by the rules, its generally not a good 
idea to relay RWT (from any source).

Although RWTs usually don't include audio, any EAS participant may 
send an RWT at any time. An RWT could include audio unsuitable for 
rebroadcast (i.e. practice messages or exercises). Its better to log 
RWTs, and NOT relay/retransmit an RWT.
