There is room to have PIO's use their skills and tools to reinforce the EAS/WEA message.(multiple layers of warning) If we never use the tools at this level why would you think you could do a better job at a bigger deadlier event??  
The fact that we keep finding errors in the systems, don't second guess the tool, if you fail at this level of warning you will never get "The Big One" warned properly either.

I think Adrienne has a good point here:

"It seems to me that a knowledgeable PIO with a good media distribution list and a thorough grip on Social Media tools would have been more effective than an EAS activation."

I would add that assuming normal communication means (phone, FAX, Internet) remained in operation, the same might be said of a WEA alert.

Having said that, I wasn't there.  And the EM folks have to make those decisions.
