I think Adrienne has a good point here:

"It seems to me that a knowledgeable PIO with a good media distribution list
and a thorough grip on Social Media tools would have been more 
effective than an EAS activation."

I would add that assuming normal communication means (phone, FAX, Internet)
remained in operation, the same might be said of a WEA alert.

Having said that, I wasn't there.  And the EM folks have to make those
decisions.
