Pending getting some actual EAS log files, I expect that the message would
have been the standard EAS crawl if received by broadcast EAS first.
Otherwise, it would have been the full CAP text if that was obtained first
by the EAS device.
*** This is one of the reasons why we proposed to the FCC that EAS devices
should immediately poll IPAWS upon receipt of a broadcast EAS message. This
would have allowed EAS devices to get the more informative CAP message, even
if the broadcast EAS message arrives first.
FWIW, the alert crawl or full screen slate on at least one cable system
displayed the full text of the CAP message, header followed by expanded CAP
text. As John Crosby posted earlier, the full CAP text was available on
IPAWS.
In the meantime, the local press is taking the angle that "the system"
automatically truncated the message. That is true, looking at EAS a certain
way, where the broadcast EAS message is less informative than the CAP
message.
I think it's time to start synching up the two systems with modest
mechanisms, like immediate polling of IPAWS upon receipt of a broadcast EAS
message. If there is a CAP message present, then use that material. If
there is no CAP message, then go with the EAS message received. Total delay
can be minimal (momentary), and trivial given that broadcasters tend to poll
IPAWS every 30/60 seconds anyway.
