[EAS] Watches set to siren

I wouldn't set my watch to them in my town. The monthly siren test here is sometimes an hour late.
Also on the reliability of sirens. once in my county an tornado was reported by an weather spotter and it wasn't till 15mins after the expiration time on the nws's warning that the sirens were activated. that's 30mins after it was reported.
