If everyone can be alerted by WEA then why do we continue to sink money in sirens? 

I believe that all outlets should be "the pager."
Everyone who can knock on your door, should knock on your door.
What an outlet does after that is up to them.
Some will opt to provide supplemental information and those outlets will become the go-to in their community.
An outlet should also be able to opt out of carrying the EAS alert if they are already providing pertinent information regarding the event.
Not all outlets are in a position to provide extensive information, but they are all in a position to let you know that something is going on so that you can "tune in" to those go-to outlets.
