[EAS] Multilingual support for CAP messages

Ed, et. al,
I understand that at this time alerting is at the discretion of the 
broadcaster, and currently that is the proposed scheme.
What bothers me is while it is voluntary now, as we have seen in the 
past, voluntary can become mandatory very quickly to appease the 
political winds that continuously blow through DC.
I agree that the broadcaster knows their audience and should serve them 
as they see fit. We (KRVN AM) pass no EAS weather alerts, nor any alerts 
except those that are absolutely required.
Why? Because we super-serve our listeners on weather and news. Many 
times we are reporting warnings as the EAS system is sending them. If, 
in particular, we at some time will be required to do additional 
languages it will keep us from reporting tornado tracks as they are 
occuring, and as we all know 2 minutes can make a lifetime of difference.
This is why I propose that WEA be the "Pager" and allow other 
technologies, such as broadcast, disseminate the intimate details.

One other question I have is regarding EAN's. Has anyone proposed a 
multilingual scheme for those long form messages? That could make the 
entire EAN idea useless very quickly.
