Multi-language support in EAS a question in the current FCC Notice of 
Proposed Rulemaking (FCC 16-5).  Anyone who is interested should submit 
their comments.

All the main EAS/CAP manufacturers appear to license text-to-speech 
engines from third-party TTS vendors.  There may be additional licensing
fees for other languages. If you need to support a specific language,
you should call up your favorite EAS/CAP manufacturer and ask.
