[EAS] Multilingual support for CAP messages

Alex,

The Sage ENDEC can and does support multiple languages.   We demoed 
English, French, and Spanish TTS on a single ENDEC back in 
2012.  ENDEC's are commonly used with French and English TTS in Canada.

Two TTS languages fit inboard on the ENDEC, additional languages go 
on an outboard drive.

Sage has supported the ability to handle multiple language info 
blocks with embedded or referenced audio since the CAP rules took 
effect, and the ENDEC was able to play the Spanish language info 
block in the recent NPT.  See our FAQ page for additional info.

In general, you can specify a primary language, secondary languages, 
and a default language to play if none of the other choices is 
present.  In Canada, the ENDEC will play all the languages in the 
single alert.  In the US, there is no rule set or guidelines on how 
to handle multiple languages in a single alert.
