[EAS] Multilingual support for CAP messages

There is a basic Spanish option on the DASDEC v2.5 and earlier. In these
version, the English-to-Spanish EAS translation option is enabled under
Video Out (go to Setup > Video/CG > Video Out web page).
The Video Output Configuration sub-page has three toggle boxes: Video
Output, Serial controlled video duration, and English + Spanish EAS
Translation. When the English + Spanish EAS Translation option is enabled,
a Spanish translation is appended to the Standard English translation for
each EAS alert originated or forwarded. The translation is used for the
details video page(s), and the serial CG text, and for net alerts like EAS
NET.
This methodology was put into the DASDEC back in 2004, and has been
*completely overhauled* for v3.0, to offer full CAP support, as well as
Spanish TTS. The Spanish translations have also been much improved, and
worked through the linguistic folks at Spanish language broadcasters and a
translation service.
Minnesota is using v2.9 (a beta), and full multilingual will be offered on
v3.0.

Thanks. Some of what you describe isn't obvious on my DASDEC. I have read
elsewhere that you have a multilingual option. Is a software option
required to get the full flexibility you describe? Or is that option just
for your EOC box?
