[EAS] concerning the request for new weather Event Codes

The challenge is the wide disparity between the walk-away operators and
those who choose to staff during these events. There are triple or
quadruple the number of local TV's who simply "played the sitcoms."
Including every Class-A and LPTV signal. Never mind the mindless
translators/satellators which do nothing but carry satellite fed or canned
programming.

Mindful/caring operations (those who have a business reasons to commit the
resources) are outnumbered 5 or 6 to 1 to walkways here.  Only the big 5
have such operations. I'm not sure about the two Hispanic stations. One of
which is owned by NBC/Universal and share the same newsroom resources as
the English station.

Radio...well...same thing.
