Yep, that's why I'm suggesting you just need a general EAS "doorbell" 
weather warning message telling people to pay attention, and check local
media.  You don't need to EAS programming interruptionsfor each specific 
weather condition during a severe weather event.  The goal is to get as 
many media outlets to carry the "doorbell" alert, and then a few news 
stations can cover the details.

Likewise, one Civil Emergency alert not a dozen change-by-change alerts, 
one AMBER alert not a dozen change-by-change alerts.  News stations can 
cover the additional emergency government information after the 
"doorbell" message, and don't need to use EAS as a press release channel.

As always, there will be exceptions.  A significant, unexpected change may 
require a new alert because a different population would be affected. But 
it should be the exception.
