Bringing the old Sage ENDEC 1822 out for testing, also reminded me that
it is a lot better at detecting the EAS Attention Signal. I don't
know if the Sage Digital ENDEC 3644 has slightly different
detection tolerances, or the 1822 is just better at it.

Playing the same test recordings into both the 1822 and 3644, the 1822
almost always detected the dual-tone (i.e. attention light turned
on, ATTN relay clicked, and it was removed the the relayed recording).
Even setting the Attention threashold to 5 on the Digital ENDEC
3644 doesn't seem to consistently make a difference for detection.

I've noticed on different Washington DC stations, month-to-month seems to
be a toss up whether a particular station has double EAS attention tones
or not, when relaying the RMT audio.

Have other people noticed difference in the 3644's attention signal
detection?
