There's more to this than simply doing what big brother, er. The FCC wants us to do. Because of their 'perfect beltway mentality', they need to be guided...corrected...even in extreme cases, resisted. Do we really need all those regulations? How much are they costing broadcasters without producing a tangible benefit to anyone (except regulators)? So as I see it, it is perfectly acceptable to question mandates, and in some cases, even resist them. It's a real pain to have to do this, but it is about the only way we can stop government from continuing to bloat like a dead hippo in the hot sun.
So, yes, broadcasters have a right to be upset over expensive, burdensome new mandates. Our Constitution is written in such a way to allow, even encourage this to happen.

When the FCC, in its infinitely perfect Beltway mind-set, makes new rules we have to comply with them. If the new rules require new equipment (like the conversion from EBS to EAS) then we ALL have to purchase that equipment.
If a station's management is that tight that it does not have the cash to purchase the newly mandated equipment then it has major problems in general.
I must point out a manager's desk sign that was issued by Susquehanna Radio. It stated "You don't have an expense problem, you have a revenue problem".
