It should be denied. While I originally thought the cap converter was a
good idea, it only extended the inevitable. Kicked the can down the road.

Standards are useless if they're not conformed and followed.

I appreciate the fact many broadcasters are operating on a shoe string. My
position on this was prior clearly stated. A licensee applicant when they
sign on the first 301 commits their obligation to follow the rules and
regs. If they're not able to fulfil that obligation, then they should
follow George Chamber's lead and rescind their license.

While the waiver process is there to account for isolated and unique
circumstances, blanket waivers such as this instant request do nothing but
further confuse licensees and make opaque rules which should have clarity
without confusion.
