The Sage Endec 1822 was last sold (new) in 2007.  The youngest 1822 boxes 
are 9 years old.  Any estimates for how many EAS Participants still use 
them?

It doesn't matter for EAS originators, i.e. government agencies, since
only FEMA originates PEP/000000 messages.  Other originators can keep 
using the grey boxes with state/local FIPS codes.

I know the 1822 didn't care if an EAN used 000000, it still relayed it. I 
haven't tested what happens if you leave the NPT location code blank 
in the 1822.
