[EAS] DASDEC Version 3

All my DASDEC units are running V2.6 which has the All USA 00000 code. So is Version 3 really necessary for compliance at the moment? We certainly don't have money in the budget to upgrade all our units and our LPFM affiliates that we try to keep compliant really don't have the funds.
