[EAS] It's not rocket science...

Eric- 

We here in Washington State have a very active EAS program - and yes, we
have all of our State EAS Plan on line- 

However there is no mechanism to force anyone to download the plan and have
it on -hand...Just like there is no mechanism to force anyone to follow our
recommended monitoring assignments etc.     With the reduction of FCC
enforcement ...many of these facilities are much more likely to concentrate
on what they deem more important activities.    I'm not trying to pick-on
the LPFM's ....I just trying to point out that some of these folks are out
of the loop and there needs to be a more effective system is connecting them
.     As for the others that choose to not comply with EAS
requirements...They are making a choice...in many cases based on what they
feel they can get away with.   Our SECC would love to see 100% compliance as
it would make our job easier...perhaps ETRS will help- time will tell.

Have all states even updated their published plan documents since the recent
swath of LPFMs came to exist?
