[EAS] concerning the request for new weather Event Codes

I am again saying "one size does not fit all".

Grids are nice but at least here on the Left Coast few counties are 
square.  Some are extremely not square.  Been through that trying to 
fit a county into FCC 601-speak.

That makes it really hard to use polygons or rectangles or circles or 
any regular sized area.

Second issue is that while the NWS tries its best to predict weather, 
runoff is generally monitored by a "Flood Control Agency" which 
usually is part of a county.  Like most government functions the 
silos do not talk to each other.  A "flood" watch / warning from NWS 
may not be in agreement with the local flood control agency 
monitoring actual water flowing in streams.

Smaller states may have more state input than states the size of 
California.  Here we have the "Republic of Jefferson" which wants to 
split off the northern part of the state.  And there is a continuing 
battle between the north and central part of the state vs. the south 
part of the state.  Mostly over water.  The Sacramento River and San 
Joaquin River flows through the San Francisco Bay into the Pacific 
Ocean.  A lot of this fresh water is pumped south which now is known 
to cause issues with the bay.  Keep in mind that I'm native San 
Franciscan but I'd like to saw off the bottom third of the state and 
SELL them the water at retail rates.  So much for green lawns in La La Land.

Just another example of why making technology work is the easiest 
part of the problem.
