[EAS] concerning the request for new weather Event Codes

This may or may not be practical or possible given the present warning
format is an all encompassing standard used nationwide. I'm not sure the
local WFO has that much latitude in modifying the text structure and
content of a warning.

Let me also also having been in a WFO during SVR outbreaks big and small,
there has to be a single standard for the warning message process used by
the forecaster. Anything more than one will see confusion and delay by all
involved.

Now...multiple formats would be more practical if the NWS entered into
CAP. CAP would then create parsed warning messages for broadcast which
covers the basics and thus can eliminate the blah-blah details intended
specifically for the public directly via the NWR.

But we're several years away from that and some political silo's need to
be cored between if not outright broken down in the process. Much the same
as the NWR becoming a partner in the PEP program.
