[EAS] concerning the request for new weather Event Codes

Clay,

I did make a specific suggestion...manage the polygons in a manner which
events of substance warn the projected path through an entire county and
not a small entering portion. Avoid issuing multiple warnings for the same
event covering the same county(ies)..
