[EAS] Why 'Voluntary'

On the surfance, I agree. However by right and agreement in filing a
FCC301, and affirmed by a 302, an applicant, permittee, or licensee
concedes certain restrictions and requirements. Such as allowing an
inspection at at time of operation. And following the FCC's rules.
While censorship is certainly not permitted and affirmed under the various
rulings of the SCOTUS, the FCC is well within it's rights under the Comm.
Acts to require EAS and manditory carriage.
