[EAS] Why "Voluntary"

Phil,
Yer preachin' to the choir.
Bottom line is that the major radio station owners are beholden to
investors and they are much more concerned about being delisted than
providing any public service. When your stock is much less than
$1/share management has few choices.
We DO need a system that accurately and promptly warns the citizens
of the U.S. I am not that worried about the Rooskies or even N.
Korea but weather is something that we should be able to predict and
warn about.
