Unfortunately, its how things are done at the FCC.  I wouldn't expect 
anything to be perfect on the first try.  That's why errata and
corrections exist.

I asked a FCC staffer 20 years ago why it didn't correct even simple 
typographic errors and inconsistencies.  The response I got was it would 
require a new rule making process for each correction.  So errors in
rule makings tend to be culmulative.

For example, that last rule making randomly inserted a lowercase "p"
in the middle of the EAS protocol ZCZC string, See 47 CFR 11.31 on
the GPO web site.  Now the "p" seems to be stuck in there, unless the
FCC gets around to having a new NPRM asking whether it should be fixed.
