I have to agree with Ed here. There is value to the one relay daisy chain.
 I won't go into all the subtle, but equally valuable attributes of this
model, but if one logically thinks about it, they will conclude the same.
Conversely, the multiple daisy chain system is significantly lower in
value.

In the bigger picture, broadcast is no longer the dominant model of
initial public notification. Broadcast now shares that role will
cellular/PCS, cable, and satellite. Let's not bubble ourselves into a
delusional mindset in that regards. It's a lost battle already and OTA
broadcast simply needs to take the seat at the overall table.

Now after the event starts and the IP world descends into a mass of dark
fiber, the cell/PCS/cable folks go off line leaving only OTA and their
subset of hardened facilities to keep the masses informed. By that time
however, EAS is no longer the dominant tool in the tool box.  And the
fed's need to made to realize that reality.
