[EAS] FCC NPRM on improving EAS just issued

Here in Canada's Yukon, we used the Common Look and Feel Guidance 
document as the blueprint to help us create a 100% open source client 
for unattended standalone broadcasting of the Pelmorex emergency feeds. 
We were able to complete this last winter without having to ask\bug 
Pelmorex directly for any information how to interface with their systems.

In addition to releasing our source code into the public domain, for 
others to experiment and build on,  we created a low cost "Plug and 
Play" emergency broadcast appliance that has gained some popularity in 
Canada.  We provide service to all regions here in all the broadcast 
sectors; Commercial, Community, Faith, Development, Tourist and First 
Nation. At Queens University in Kingston ON radio station CFRC, one of 
the oldest in Canada, hired a student to implement our code to run their 
emergency alerts.  David Parker assisted in adding GPIO functionality 
and putting this solution back into the community.
