[EAS] FCC NPRM on improving EAS just issued

When I chaired the NAC before the FCC failed to renew its charter we reached out well beyond broadcaster to the emergency management community, the hearing impaired community, vendors, Federal partners, cable, and IT experts.

A renewal of the NAC charter without ties to all aspects of the alert and warning picture would not be a good idea.

That said, as a Federal Advisory Committee, we were prohibited from engaging in certain activities.

That's why I would also, in addition to having a new NAC, advocate bringing back the model we created for the Partnership for Public Warning (PPW) in  new stand-alone organization.

Whatever the forum or forums, one key principal should be carried forth from the PPW. We soon learned that no matter what our backgrounds, advocating for improved alert and warning systems has to be done without prejudice or favor for any one system. If there are lessons to be learned from PPW and events like Hurricane Sandy, they go to building, supporting and maintaining all viable warning systems, and managing them with a national public alert and warning strategy that as of today still does not exist.
