It is up to each state government to make it work on the state and local
level. In states that have a good active plan rather than depending upon
local town EM folks to make the connection to their TV or radio stations
that may be on auto pilot, the local police/fire folks can call in to the
state EOC 24/7 with their emergency and it'll get turned around as an EAS
alert for that county. The plan calls for automatic relay of highest level
emergency events such as a hazmat situation.
So, on paper at least, it should work. Two of my New England states have
detailed working plans for local response due to EPZ's (emergency planning
zones) around nuclear power plants.
One of these states makes use of the CAP aggregator for RWT's from main and
backup EOC's. Primary source is the Internet with the secondary source
being audio circuits on their microwave radio system and telco loops to the
SR's.

Bottom line EAS can save lives and serve its purpose, unfortunately it
has turned into a political playtoy for some.
