Sorry I'm so late to the conversation...

I downloaded the Word version of the Public Notice, which also has the 
EAS Handbook attached, as a Word document. That made it relatively easy 
to open in Word, delete the Public Notice, and customize the document. 
When I was finished, I saved the document as a PDF for distribution 
in-house and uploaded both, along with the original .doc, to our network 
file server. And of course, I printed a copy for posting.

It's possible to add text to the PDF using the full version of Adobe 
Acrobat, but I've found that the task is more difficult in the most 
recent versions than in Acrobat 7. I've kept version 7 on my laptop, 
alongside a more current version, for that reason. In either case, 
editing a PDF is much harder than a Word document.

Hopefully, the Commission will realize this and make the .doc version 
more readily available as a standalone document, without the Public 
Notice attached (which adds a bit of nuisance value to the editing)

When I did my editing, I retained all of the Commission's text, although 
I grayed out text which did not apply, as well as changing it to 
strikeout font.
