Yup, ISO New England was able to quickly isolate us from NY and our power 
stayed up thanks in part to Hydro Quebec.  A DC intertie is very robust 
compared to AC as its source generation does not have to follow the load. 
Think of it as a sample rate converter at the inverter station end.

As for cell sites not staying up, one of my tenants is T-Mobile.  Their 
cabinet has enough battery power to keep them alive for at least eight 
hours.  But they are not on my generator.  The neighboring AT&T and Verizon 
sites both have their own gen sets.

If you own a car you have a means of listening during power outages even if 
you don't have fresh batteries in a portable radio.  Of course a big city 
dweller might be at a disadvantage. No batteries and a long hike down and 
back up 20 or more flights of stairs.

There were some off grid apartment complexes as well as a portion of the 
market on the New England D Intertie on power from Quebec and not on the 
North Eastern grid.
