You nailed the problem with Override Robert - 

Most cable systems are unable to provide 'selective override' thereby
interrupting detailed and perhaps information with Buzzzaps.

The foundational problem with all of this is lack of organized common
thinking and planning.   With the demise of PPW we are left with the various
factions mounting up and riding in all directions.

Then enters the often overriding matter of whose financial ox is being gored
in the process and how do you achieve common thinking when important
factions are allowed to act independently due to their long standing
devotion to the bottom line and stockholders.

Occasionally matters that are good for the masses requires intervention.

As for ' unintelligible audio'  This should not be tolerated - Even with
today's EAS.    It can be fixed - and in SOME AREAS has been!
