[EAS] EAS monitoring sources

That has nothing to do with anything. EAS is not needed after such an event. If that happened in Seattle, history teaches us that everyone will be dead anyway. In NYC the stations that don't have news gathering resources rebroadcast the ones that do. We have had three major disasters over the last 15 years and never needed or activated EAS.
