One of the core concepts we adopted in the PPW days was that all viable warning systems should be evaluated as part of a national integrated warning strategy. We learned to be "Agnostic" when it comes to finding ways to improve warnings to save lives and property.
The object is to get warnings to a public at risk so they can take protective actions to save lives and property under adverse conditions. If anything, I think a lot of us agree that the Internet in its current state does not meet the "adverse conditions" test.
Some of the studies leading to building the original PEP system evaluated survivability of communications means. AM radio came out on top. If memory serves, the only communication service that came out with a higher rating was amateur radio.
So, the discussion, imploding or not, is relevant to coming up with ideas for an integrated public warning strategy that fully realizes the potential in the FEMA acronym, IPAWS.
