And I might interject the newest DMR technology amateur radio repeater 
systems, in part built for emergency communications, rely upon the Internet 
to link to each other through a traffic server.    So, you can assume, in a 
crisis the interconnectivity will fail leaving only the local RF link 
operative.  This is why our RACES nets also use HF radio as a means of 
staying in contact with the State EOC.  Also, our older RF linked repeaters 
are more apt to function.

There is an interesting SET report in this month's QST on a simulated 9.0
quake/tsunami in the Cascadia subduction fault off Washington/Oregon
state. Their SET parameters included the loss of most landline and
commercial wireless operations.
