[EAS] EAS monitoring sources

While all of us are concerned, and rightfully so, with disseminating 
alerts, there is one piece to the puzzle that gets little if any attention.
Do exercises and studies take into account that with inoperable 
infrastructure, those we are getting the alerts to have no way to 
receive them?
The only ones that seem to be looking at this are those in the private 
preparedness community. They look at disasters from the POV of the 
citizens and plan accordingly.
We can send alerts 24/7 but if few people have the equipment to receive 
those alerts our efforts are for naught.
