Canada uses CAP over one-way IP multicast through a satellite transponder.

Canada, lots of territory with most people along a narrow strip of land. 
Pelmorex Communications has donated a lot of resources and satellite 
capacity for the canadian system.

Canada has an interesting organizational structure for emergency alerts, 
especially compared to the US.
