I had in mind a one-way data carrier.
As for expense, I see EMF broadcasting uses remote controls via satellite as far as I know that are connected to something that looks like a CB antenna. I tried to research it a while back, but it can't be that expensive if they do it.
I don't think this should be the only input, but it seemed more reliable than a chain of broadcasters with new MCO's who forget to send alerts. I guess we trade them for single points of failure at the state level.
As for siloes, that was something I didn't consider. You can store lots of different things in them, but hopefully what goes in is useful later on.
