In the last 20 years, how often has your operations staff used the EAS 
Operating Handbook for anything other than showing to an FCC inspector?
Very likely never, because the old EAS Operating Handbooks had several
errors.

Check with your legal counsel, but more than likely the new EAS Operating 
Handbook is also just for show.

Most facilities already have a big three-ring binder of standard operating 
procedures which staff follow day-to-day, including EAS operating and 
recovery procedures.  Put the "real" procedures staff follow in your 
standard operations binder.

Put the new FCC EAS Operating Handbook in a plastic sleeve you use for 
archival copies of comic books, that says "Show to the FCC Inspector" :-)
Nope, your legal counsel will probably advise against doing that.
