For the most part I agree. However, the addition of a fault recovery
section recognizes the reality that problems do happen. On this one point,
the FCC has realized there can be problems and forces the station to
consider means to recover it's program path where the system should lock
up mid-transmission.
In most simple cases, the procedure would be to "pull the plug". However
as you point out, more complex installations, such as those who use
programmable insertion panels, need more guidance and commands than a
simple power cycle.
Which begs the question of where to "insert text here" within the context
of the handbook? Embed on the section pages or as appendixes?
