[EAS] New EAS operating handbook...odd text...

Richard,

I sent Austin a separate note also asking some additional questions on
text formatting, editing, and instruction placement within the handbook.

Additionally, I expect some of my stations which remote equipment to
require an hour or more to describe RWT and recovery instructions at each
unique site. Including where we have remote studios....

I look forward to his reply.
