[EAS] New EAS operating handbook...odd text...

I was thinking the same thing when I read that.  It also says "Three data bursts and a tone indicate that the End Of Message (EOM) code has been received" in regard to an EAN (page 6), an NPT (page 8) and an RMT (page 9).  In all four cases, I believe it should say "Three data bursts indicate ...", since AFAIK, the three data bursts are all that an EOM contains.

My query is...what tone does this refer?  I've never heard of any static tone in a RWT.  Or for that matter, any EAS message's conclusion.
