[EAS] ETRS doing SECC's a favor

The FCC has done us a favor with ETRS by increasing the awareness in many
circles about EAS.   Here in Washington State I've been fielding questions
from several groups that have, for various reasons, been dragging their feet
in terms of EAS participation.    Frankly, EAS has been a back-burner item
in the minds of many.   Here are some of the major points I stress in
communicating with these folks - 

>> The need to have a person on their staff become the EAS Point Person.
This could well be their existing Chief Operator, but does not have to be.

This person should (minimally) be performing the following tasks - 

1 - Download, print and post a copy of the new EAS Handbook

2-  Create a 3-ring binder for the State EAS Plan

3-  Download from the State Web Site the EAS plan and install it in that
binder.

4- Subscribe to the State EAS Remailer so they can stay current and keep
their plan up to date.

The Commish has, IMHO, helped the SECC's - It's our job to make sure that we
follow-through.
