Dan,
It says Class D NCE FM, LPFM and LPTV are not required to have an EAS Encoder.
However, these stations still must have an EAS Decoder.
Note the paragraph you referred to continues, "if your facility operates as Decoder-only..."
And these stations must rebroadcast the RMT script when the test is received even though they can't generate the tones. Also since they don't have an Encoder, these stations are not required to transmit a weekly RWT.

I just read the EAS handbook in preparation to distribute it. I was surprised to read on page 5 that LPFM stations aren't required to have EAS equipment. I know that LPTV stations (my focus at 3ABN) are allowed to carry the EAN and NPT through the network and are confirmed to be exempt from filing the ETRS. It didn't say that they should be 100% translator using a network that provided EAN and NPT. I thought I had seen fines for LPFM stations not having working EAS equipment at sometime in the past. I know LPFM stations struggle with this since the operators have other jobs and try to do this on the side most of the time.
