FWIW, in one of the CSRIC's I was privileged to participate in, I
made a comment that one of the 'problems' is that typically there is
little to no room for 'errors' in that the Enforcement bunch seem to
seize on every opportunity for revenue enhancement - which works
against any meaningful 'truthful' reporting, and correcting of errors.
I'm not sure what the disconnect has been, but it does seem that some
of the communications lately have leaned towards ensuring folks that
this will 'not' be an 'enforcement opportunity' - so that's
encouraging, because without that confidence, no one is going to want
to report anything that might get them in trouble - even if they had
the 'best of intentions' to do things right.
