Without knowing what's in FEMA's concept of operations plan, I have no 
idea how it plans to operate on a very bad day.  It may use the Paul 
Revere system, and dispatch riders on horse back.

Trying to reverse engineer the unpublished White House and FEMA 
requirements from the FCC rules doesn't work very well, as this thread 
demonstrates.
