Is the FCC answering the wrong question?  I don't know anyone was asking 
about an EAN.  I think the questions were about a NPT.

The special rule variations, the more software code paths (with varying 
software test coverage), and more oddball corner cases.  I still would 
argue NPT should be treated like a "normal" event code, not a 
half-and-half event code with some EAN and some non-EAN properties.  But
its been proven, the FCC doesn't listen to me; so I expect them to do
something completely different.  The way most standards bodies solve 
disputes between vendors, is create a new, incompatible standard that 
incorporates every option.
